These rail flat cars are powered by batteries installed inside the flat cars. The batteries, through an electrical control system, power the DC traction motor, controlling the flat car's start, stop, forward movement, reverse movement, and speed regulation. This series of flat cars can be used on S-shaped and curved tracks, in flammable and explosive environments, and in ferrying applications. The flat car deck allows for the installation of hydraulic or mechanical lifting systems, enabling automated remote control.

This series of electric flat cars utilizes a box-beam structure, offering advantages such as strong load-bearing capacity, resistance to deformation, smooth start-up, high starting torque, minimal impact on the reducer, low voltage, long service life, unlimited travel distance, and minimal track requirements. Compared to the KPJ, KPD, KPC, and KPT series flat cars, they offer greater safety and maneuverability. They are suitable for low-frequency, medium- and long-distance operations.
